Did you know? Do you remember? April 1, 1987 we left the City control health care world to become self-insured and self-administrated. The founding fathers of this great health plan were John Brancheau, Mike Fosnaugh, and Joe Walter. The City laughed at us and watched and waited for us to come crawling back, begging to be reinstated into their health care bureaucracy. Instead, we as a group of concerned shoppers have made this a one-of-a-kind plan in this country.
It is important for us all to remember what a great health care system we have. Ask those newly hired, recently retired, or anyone who has purchased private health insurance in the past. We've got a great thing going. It's our baby! We must not take it for granted, abuse it, nor spend it's money like there 's no tomorrow. Just like our home budgets, we need to shop wisely for the best deals - always trying to get the most bang for our buck.
If ever you're unhappy with a
Plan benefit ruling you do have recourse. All written appeals are referred
to the review committee on a quarterly basis. Our Board of Trustees
consist of four civilian and five firefighters trustees.

Your Trustees are the people who best understand the ups and down, and the legalities and the financial implications of what the Health Plan "can" and "cannot" do. I encourage you to email these people with voting rights to revise policies. A "thank you" for all their work on this unpaid position would certainly be appreciated, too.
Mission and Objectives
The Toledo Firefighters Health Plan was established by action of the Board of Trustees on May 1, 1987. Since that time, the Board, its Plan Administrator, and the Plan have diligently met the challenge of initiating and operating a highly successful Health Plan within an unpredictable and unstable health care environment.
The Mission:
Promote and improve the health status of persons covered by the Plan.
Improve the quality that health care participants receive ("quality shall be defined here as 'appropriate' as measured by changes in clinical outcomes"), and care which is "patient satisfactory".
Broaden the Plan's approach from medical care reimbursement to an approach of actively promoting and providing "health" care.
Thoughtfully deal with external factors which may influence the Plan's ability to accomplish its Mission and Objectives.
Maintain levels of access to the Plan which are consistent with or better than that offered to other City of Toledo employees.
Actively manage and aggressively use cost controls to hold the cost of the Plan at affordable levels.
Objectives:
To the extent possible, the following specific objectives will be used to accomplish and measure the success of the Toledo Firefighters Health Plan Mission:
Promote and improve the health of covered persons.
Improve quality care and satisfaction.
broaden the Plan's approach to "Health Care"
Deal with external factors.
Promote/create access to timely care.
Hold Plan costs at affordable levels.
