Who We Are

Mission and Objectives
The Toledo Firefighters Health Plan was established by action of the Board of Trustees on May 1, 1987. Since that time, the Board, its Plan Administrator, and the Plan have diligently met the challenge of initiating and operating a highly successful Health Plan within an unpredictable and unstable health care environment.

The Mission:

  1. Promote and improve the health status of persons covered by the Plan.
  2. Improve the quality that health care participants receive ("quality shall be defined here as 'appropriate' as measured by changes in clinical outcomes"), and care which is "patient satisfactory".
  3. Broaden the Plan's approach from medical care reimbursement to an approach of actively promoting and providing "health" care.
  4. Thoughtfully deal with external factors which may influence the Plan's ability to accomplish its Mission and Objectives.
  5. Maintain levels of access to the Plan which are consistent with or better than that offered to other City of Toledo employees.
  6. Actively manage and aggressively use cost controls to hold the cost of the Plan at affordable levels.

Objectives:
To the extent possible, the following specific objectives will be used to accomplish and measure the success of the Toledo Firefighters Health Plan Mission:

  1. Promote and improve the health of covered persons.
  2. Improve quality care and satisfaction.
  3. broaden the Plan's approach to "Health Care"
  4. Deal with external factors.
  5. Promote/create access to timely care.
  6. Hold Plan costs at affordable levels position would certainly be appreciated, too.

Born and raised in Toledo. I have 3 sons, two in the army and serving overseas and one at The Ohio State University. I graduated from Whitmer High School in 1975 then entered the US Air Force for 4 years.  Served 21 more years in the Air Nat'l Guard for a total of 25 years of service and retired in 2000.  Graduated from University of Toledo with a Bachelor of Science in Nursing in 1984.  Worked at St Vincent Hospital for 16 years ,mostly in the burn center.  Also worked in various other arenas as an RN as well.  Joined the Fire Dept in Feb of 1988.

Graduated from Whitmer High School in 1980.  I then attended Ohio Northern University, where I majored in Psychology and Business Management, graduating in 1984.   I was hired on the Fire Department on February 5th, 1988.

Linda Furry – Administrative Assistant
Employed with the Plan since June, 1996

Currently oversees the daily operations of the Plan.  Linda is married to Kelly and they have three boys: Justin, 14; Brendan, 10; and  Nolan, 7.  Linda enjoys watching her boys play hockey, loves spending time with her family and would love to travel more.  


Dana Stachura – Claims Analyst
Employed with the Plan since March, 1999

Currently handles all claims processing and customer service.  Dana is married to Mel and they will be celebrating their 21st anniversary this year.  Dana has three step-children, four grandchildren and is proudly known as “nana”.  Dana enjoys traveling, especially to a good casino and spending time with her family & friends.
